The vhost from apache and nginx are total differently. You have to see This different :-)

Anyway i an not the supporter for FOS streaming.
İ an not the developer of FOS. İ forked it ans Made it vor my use tuning changes. My Code is nowhere to fork clone.
So which Source you use or cloned ?

You dont need to call install.php extract it and it is ready to use.
I don't use apache so I can't help you. Apache is terrible for using live streaming !

You can buy the panel script with installation service on www.hlsserver.com
And than I build it for you on centOS , freebsd or debian
No problem.
Otherwise I don't support the source and with own risk.
